What to do when your engine is hot and fan is off?

Have a 2007 Chevrolet Equinox. Have had a new thermostat replaced, sensor switch replaced, and battery cables unplug to reset engine hot/a/c off. Temp gauge is on cold and fan runs like it is hot but it isn’t at all. I have had to auto mechanic and he has put on scanner and when he did this it wiped all codes out and everything was back to norm.
