Run as long as you can, and as the bridge to the ‘silo’ crumbles, jump toward the ladder. You might take some damage from the chopper (or the fish, if you’re unlucky), but that’s OK. Inside of the silo, there’s a healthkit and some radioactive ammunition. I find it incredibly easy to take out the chopper from the very narrow opening from the silo.
