I created a polygonal vport, circular and clipped a rectangular and they all behaved the same. Freezing the layer made them display as rectangular as long as the layer was frozen. Turning off the layer appeared to work until pan was used whcih made it appear as if the viewports were not moving even when they were.

You go into a current drawing which has a rectangular viewport. You now create a polyline for a new viewport which you adjust to go around notes, text, whatever. Then by selecting the newly created polyline, it became your new viewport. The display, scale, & orientation have not changed.
