I would say that out of the three options GTA San Andreas is the best. While it may not be as new as GTA 3 it was still a lot of fun. The idea of slowly becoming more proficient in certain areas as you work on them was a good idea that they put back into GTA V, though in not as great a detail as San Andreas.
