As nowhere3 said, the smallest “single speed” hubs are actually BMX cassette hubs. I have a 9T on a custom wheel build I did because I had no clearance for a larger chainring. I would recommend going up to a 3.0 with a 48 tooth chainring before jumping all the way to a 3.5.
