You have to beat this part of the game before you can catch Zekrom and Reshiram. Return to Victory Road, and go through it until you encounter a random Zoroark. Follow it, and you’ll be taken to the ruins of N’s castle. Go through N’s castle until he challenges you to a battle.
How do you catch Reshiram or Zekrom?
Purchase a bunch of Ultra and Timer balls. These are the only two types of Poké Balls that you’ll need to catch Reshiram/Zekrom. Ultra Balls will give you the best chance of catching it until you get to Turn 30, when Timer Balls become more effective.

In School of Hard Knocks, Brycen investigated the tower and discovered that Team Plasma had successfully awakened Zekrom. The cycling and surfing themes aren’t used outside the tower. It is not possible to use the Bicycle inside the tower.
