The IC 339, also popularly written as LM339, is a quad comparator IC. Meaning, it includes 4 separate voltage comparators whose inputs and outputs are appropriately terminated via the respective external pins of the IC package, as shown below.
Is IC 339 is a positive variable voltage regulator?
The IC LM399 has positive and negative pins which are pin-3 and pin12 as shown in the circuit. Simultaneously, the voltage supply from the battery will flow through the potentiometer VR1 to the non- inverting terminals (pin5) of the IC.

LM339 IC compares the values of two inputs against each other. When the AC signal crosses the zero-reference voltage, the output of comparator changes. The diode protects the chip from damage when the input voltage goes below the range specified for common-mode input voltage.
